Donald Trump é um convertido tardio à restauração da dedução do imposto de renda federal de impostos estaduais e locais (SALT) que eram limitados a US$ 10.000 quando ele assinou seu grande Tax Cuts and Jobs Act em 2018. Mas o apoio de Trump ainda é muito bem-vindo e seus colegas republicanos no Congresso devem seguir seu exemplo. A lei atual é simplesmente injusta, colocando um fardo extra sobre as pessoas em estados como Nova York.
Antes que o Código da Receita Federal fosse alterado, o valor total que os americanos pagavam em impostos sobre a propriedade, impostos sobre vendas e impostos de renda para localidades e estados era dedutível em seus 1040s. Mas em 2017, Trump e o Congresso controlado pelo Partido Republicano, para ajudar a pagar por seus cortes de impostos, miraram essa dedução SALT.
No início, seria totalmente eliminado, punindo pessoas em estados com impostos mais altos como Nova York, Califórnia, Nova Jersey e Illinois (todos os estados que favorecem os democratas). Mas uma intervenção tardia da senadora republicana moderada Susan Collins, do Maine, limitou a dedução em US$ 10.000, que é o que Trump assinou. O limite de US$ 10.000, junto com as outras mudanças tributárias, foi definido por oito anos e termina quando 2025 termina. Ainda assim, cortes de impostos para alguns se tornam aumentos de impostos para outros.
Como dissemos no ano passado: “Pegue um bombeiro casado com uma professora, nada rico, mas de classe média. Eles são donos de uma casa nos subúrbios de Nova York e pagam US$ 20.000 em impostos sobre a propriedade por ano e milhares a mais em impostos de renda estaduais. No entanto, enquanto antes eles podiam deduzir todos esses impostos, agora apenas 10 mil podem ser deduzidos. Isso é um aumento de impostos para eles.”
Quando Joe Biden assumiu o cargo em 2021, junto com maiorias democratas em ambas as casas do Congresso, havia alguma esperança de uma restauração da dedução total do SALT, mas ela nunca se tornou lei, apesar de ter sido aprovada várias vezes na Câmara.
Agora vem Trump. Que ele finalmente tenha aparecido na véspera do comício de ontem em Long Island para ganhar apoio lá — uma área especialmente prejudicada pelo limite SALT — é bom para nós. É assim que a política funciona no bom sentido. Em 2017 e 2018, Trump na Casa Branca, com uma Câmara e um Senado republicanos, não estava procurando conquistar os subúrbios de Nova York. Agora ele está.
O líder da maioria no Senado, Chuck Schumer, que vem tentando restaurar a dedução SALT desde que os republicanos a limitaram, deve usar o apoio de Trump como alavanca junto à minoria republicana do Senado.
Se os legisladores quiserem restringir aqueles que podem se beneficiar, mantendo a dedução para pessoas com renda inferior a US$ 500.000, ou se quiserem limitar a dedução para, digamos, US$ 80.000, em vez dos atuais US$ 10.000, ambas são boas opções para evitar que os super-ricos tenham esse benefício.
Mas a injustiça deve acabar.
Trump também pediu o fim dos impostos sobre gorjetas (assim como a vice-presidente Kamala Harris), o fim dos impostos sobre benefícios da Previdência Social e a isenção de impostos sobre horas extras. Isso é um monte de cortes de impostos, trilhões na verdade. Trump não disse como todos eles seriam pagos ou se o déficit federal, que se aproxima de US$ 2 trilhões este ano, apenas aumentaria, somando-se à dívida federal bruta de US$ 35 trilhões, dos quais US$ 28 trilhões são detidos pelo público e o restante é o que o Tio Sam deve a seus vários fundos fiduciários federais e outras contas governamentais.
Restaurar o SALT deve ser o primeiro da fila.
