A cadeira de Montana no Senado dos EUA parece estar escapando dos democratas, e com ela pode ir o controle da câmara. Então, os líderes do partido e doadores podem ser forçados a voltar seus olhos desesperados para outro estado: Flórida.
A candidata democrata da Flórida ao Senado, a ex-deputada federal Debbie Mucarsel-Powell, tem ficado a uma distância surpreendente do senador republicano Rick Scott nas pesquisas recentes, então ela parece ser uma candidata mais forte do que o atribulado senador democrata Jon Tester, de Montana.
Mas uma mudança estratégica para a Flórida, o terceiro maior estado do país, exigiria consideravelmente mais dinheiro do que fazer uma jogada em Montana. E os doadores ainda podem se sentir queimados depois de doar milhões de dólares para a democrata da Flórida Val Demings em 2022, apenas para vê-la ser eliminada enquanto o partido perdeu disputas apertadas em outros lugares.
“Eu realmente acho que é uma corrida vencível para os democratas”, disse Gregory Koger, professor de ciência política na Universidade de Miami. “Mas, a esta altura, seria preciso uma verdadeira blitz de campanha… É difícil para um candidato democrata desenvolver uma marca em um estado muito grande e caro.”
Até agora, a Flórida não parece ser uma das principais prioridades do Comitê de Campanha Senatorial Democrata com base no dinheiro arrecadado, mas o comitê insiste que é uma prioridade tão grande quanto qualquer estado indeciso.
“Há pítons mais populares do que o plano de Rick Scott de proibir o aborto e pôr fim ao Medicare e à Previdência Social”, disse a porta-voz do comitê Maeve Coyle, referindo-se aos planos de Scott de “pôr fim” a toda a legislação após cinco anos. “A impopularidade de Scott… faz da Flórida uma das principais oportunidades ofensivas dos democratas do Senado.”
Na segunda-feira, o comitê disse que planejava gastar US$ 25 milhões para contatar eleitores diretamente em 10 estados, incluindo a Flórida, embora um detalhamento por estado não tenha sido divulgado.
O presidente do comitê, Gary Peters, disse ao Christian Science Monitor na terça-feira que muitos estados, incluindo a Flórida, estão em jogo e as decisões sobre gastos “provavelmente evoluirão”.
Koger disse que se os gastos aumentarem na Flórida, os eleitores provavelmente saberão por uma enxurrada de anúncios na televisão, tanto porque é o que Mucarsel-Powell precisa quanto porque é tarde demais para investir em medidas para incentivar o voto..
“O tempo está se esgotando”, disse Koger. “O reconhecimento do nome é o que ela mais precisa.”
A Flórida também pode ter que disputar os votos dos democratas com outro estado grande e caro, o Texas, onde as pesquisas mostram o senador republicano Ted Cruz em uma disputa mais acirrada do que o esperado.
“Em um vácuo, os democratas podem não querer entrar nesses estados, só porque eles são muito custosos”, disse J. Miles Coleman, editor associado do Sabato’s Crystal Ball na Universidade da Virgínia. “Mas pode estar chegando ao ponto em que eles realmente não têm outra alternativa.”
Margens estreitas
Os democratas atualmente detêm 51 das 100 cadeiras no Senado. Mas espera-se que o partido perca a cadeira de West Virginia ocupada pelo senador aposentado Joe Manchin.
Para manter o controle, os democratas precisam manter todas as cadeiras que disputam na eleição e ver a vice-presidente Kamala Harris ganhar a Casa Branca, já que então seu vice-presidente serviria como desempate no Senado.
Tester, eleito pela primeira vez em 2006, há muito tempo vem explorando sua persona autointitulada de “fazendeiro sujo” em vitórias eleitorais em um estado muito vermelho. Mas ele está atrás em algumas pesquisas recentes em até 8 pontos de seu oponente do GOP, Tim Sheehy.
“Não parece que ele possa vencer, pelas pesquisas mais recentes”, disse Christopher Muste, professor de ciência política na Universidade de Montana.
Em comparação, Scott, ex-governador da Flórida, teve apenas 1 e 3 pontos de vantagem em algumas pesquisas de setembro, embora outra lhe desse uma vantagem de 5 pontos.
Chris Hartline, um conselheiro sênior de Scott, disse em um e-mail que a campanha “está levando a corrida a sério, como fizemos desde o início”, mas também está confiante.
Apesar da “propaganda de desejos dos ativistas liberais”, disse Hartline, os democratas nacionais aumentarem seus gastos com Mucarsel-Powell seria “semelhante a atear fogo naquele dinheiro”.
Scott arrecadou US$ 30 milhões até agora, contra US$ 14 milhões de Mucarsel-Powell. Em sua campanha de 2018, Scott arrecadou US$ 84 milhões — incluindo US$ 63 milhões de seu próprio dinheiro — em comparação aos US$ 33 milhões do então senador democrata Bill Nelson.
A campanha Mucarsel-Powell tem feito sucesso por todo o estado, incluindo comícios esta semana em Orlando e West Palm Beach, mas só recentemente lançou seu primeiro anúncio para a eleição geral.
“A Flórida está em jogo e Rick Scott está assustado”, disse o gerente de campanha de Mucarsel-Powell, Ben Waldon, em um e-mail.
‘Uma grande aposta’
O problema com a Flórida, disse Koger, é que os democratas “teriam que estar dispostos a fazer uma grande aposta para que isso valesse a pena”.
“Se eu fosse um doador rico tentando inclinar as eleições para os democratas, estados menores oferecem melhor retorno sobre o investimento”, disse Koger. “Os mercados de mídia são muito mais baratos.”
Cinco dos dez mercados de mídia da Flórida estão entre os maiores e mais caros do país, enquanto Montana não tem nenhum entre os 100 maiores.
Além disso, Montana tem cerca de 752.000 eleitores registrados no total. Só o Condado de Orange, apenas um dos 67 condados da Flórida, tem cerca de 824.000.
Mas o dinheiro investido na campanha de Tester, US$ 44 milhões até agora, é mais de três vezes os US$ 14 milhões que Mucarsel-Powell arrecadou.
Isso apesar das ondas de rádio de Montana estarem “saturadas”, disse Muste. “Estamos até o pescoço em comerciais.”
Flórida vs. Texas vs. Montana
Um dilema ainda maior para os democratas é que a segunda melhor opção, depois da Flórida, para conquistar uma cadeira no Senado do Partido Republicano é o Texas, um estado ainda maior.
O democrata Colin Allred estava 2 pontos atrás de Cruz no Texas em duas pesquisas de agosto.
Se tivesse que escolher, Jim Henson, diretor do The Texas Politics Project na Universidade do Texas, diria aos democratas nacionais para investirem no Estado do Sol, em parte porque nenhum democrata venceu em nível estadual no Texas em 30 anos.
“É mais difícil argumentar que o Texas não é uma causa perdida do que na Flórida”, disse Henson. “Você tem algo com que trabalhar. … Doadores nacionais podem ter um pouco mais de fé na infraestrutura de lá.”
No final das contas, disse Coleman, o comitê do Senado pode se concentrar em Montana porque Tester é o titular.
“No final das contas, o trabalho principal deles é defender seus membros”, disse Coleman.
Ainda assim, Muste disse, Tester “ganhou três eleições onde as pessoas disseram, ‘Ele vai perder, como ele pode ganhar?’ E ele ganhou.”
