A entrega de mísseis iranianos à Rússia mudou o debate sobre a Ucrânia usar mísseis de longo alcance fornecidos pelo Ocidente contra alvos dentro da Rússia, disse o secretário de Relações Exteriores do Reino Unido, David Lammy, à BBC em uma visita a Kiev.
Lammy viajou para a capital ucraniana com o secretário de Estado dos EUA, Antony Blinken, após conversas em Londres.
Eles se encontraram com o presidente Volodymyr Zelensky, que repetidamente pediu aos aliados que afrouxassem os limites ao uso de armas fornecidas pelo Ocidente.
Os EUA e o Reino Unido não deram permissão à Ucrânia para usar mísseis de longo alcance contra alvos dentro da Rússia por medo de uma escalada.
Em uma entrevista coletiva em Kiev na quarta-feira, Blinken disse que o presidente dos EUA, Joe Biden, provavelmente discutiria o uso de mísseis de longo alcance com o primeiro-ministro do Reino Unido, Sir Keir Starmer, na Casa Branca na sexta-feira.
Questionado sobre o risco de escalada, o secretário de estado dos EUA acrescentou: “Agora vimos essa ação da Rússia adquirindo mísseis balísticos do Irã, o que fortalecerá ainda mais sua agressão na Ucrânia. Então, se alguém está tomando uma ação de escalada, parece ser o Sr. Putin e a Rússia.”
Lammy não quis saber se os EUA e o Reino Unido permitiriam que a Ucrânia usasse mísseis de longo alcance, mas disse: “Não estou preparado para dar vantagem a Putin”.
Biden disse que seu governo está considerando suspender as restrições, mas nenhuma decisão foi tornada pública ainda.
Na quarta-feira, Zelensky disse que a vitória de Kiev na guerra contra a Rússia “depende principalmente do apoio dos Estados Unidos”.
O ministro das Relações Exteriores da Ucrânia, Andrii Sybiha, disse que medidas para suspender as restrições a mísseis de longo alcance “são importantes no contexto de relatos de uma possível transferência de mísseis balísticos para a Rússia pelo Irã”.
“Devemos agir com ousadia”, acrescentou.
Em uma entrevista à BBC, Lammy disse que o fornecimento de mísseis balísticos à Rússia pelo Irã “muda claramente o debate”, pois eles permitiriam que as forças de Moscou “tivessem maior penetração na Ucrânia”.
“Isso é muito perigoso”, disse Lammy, acrescentando: “À medida que vemos os russos trabalhando com seus parceiros, vemos essa transferência de mísseis balísticos do Irã para a Rússia, é importante que façamos mais para apoiar a Ucrânia a vencer seus esforços.”
Na quarta-feira, Lammy disse que o Reino Unido forneceria £ 600 milhões (US$ 780 milhões) em ajuda à Ucrânia para dar suporte às “necessidades humanitárias, energéticas e de estabilização” do país. Blinken anunciou mais US$ 700 milhões em assistência à Ucrânia, incluindo financiamento para o setor de energia e desminagem.
A nova ajuda veio depois que os EUA, Reino Unido, França e Alemanha impuseram novas sanções ao Irã por fornecer à Rússia mísseis balísticos para uso na Ucrânia. O governo do Reino Unido convocou o principal diplomata do Irã sobre as acusações.
O primeiro-ministro ucraniano Denys Shmyhal agradeceu a Lammy pelo apoio militar do Reino Unido à Ucrânia durante a guerra.
Mas ele acrescentou: “Esperamos que equipamentos de longo alcance para ataques no território do nosso inimigo sejam alcançados e nós os teremos e esperamos sua ajuda e apoio nesta questão.”
Questionado por repórteres na terça-feira se os EUA suspenderiam as restrições ao uso de armas de longo alcance pela Ucrânia, o presidente Biden disse que seu governo estava “resolvendo isso agora”.
No início deste ano, os EUA afrouxaram algumas das restrições, permitindo que a Ucrânia usasse mísseis de longo alcance para atingir áreas ao longo da fronteira com a Rússia, de onde as tropas estavam atirando.
Outros aliados de Kiev também têm fornecido algumas armas de longo alcance, com restrições sobre como e quando elas podem ser usadas dentro da Rússia, por receio de que tais ataques possam provocar retaliações que levem os países da OTAN à guerra ou provoquem um conflito nuclear.
O Kremlin disse na quarta-feira que a Rússia responderia “apropriadamente” se os EUA permitissem ataques com mísseis ucranianos em seu território.
Durante uma visita ao Reino Unido antes de viajar para Kiev, Blinken acusou o Irã de fornecer mísseis balísticos de curto alcance para a Rússia, dizendo que eles poderiam ser implantados contra ucranianos em semanas. Lammy descreveu o movimento do Irã como “uma escalada significativa e perigosa”.
Os mísseis provavelmente aumentarão o arsenal da Rússia, permitindo que ela atinja cidades ucranianas próximas às fronteiras da Rússia ou áreas que ela já controla, ao mesmo tempo em que implanta seus mísseis de longo alcance mais profundamente no território ucraniano.
O ministro das Relações Exteriores do Irã, Abbas Araghchi, negou que seu país estivesse fornecendo mísseis à Rússia, acusando os países ocidentais de “agir com base em informações e lógica falhas”.
