O principal diplomata dos EUA, Antony Blinken, e o secretário de Relações Exteriores, David Lammy, disseram que visitarão a Ucrânia juntos esta semana, alertando sobre uma escalada da invasão russa ao país.
A dupla disse que era um “momento crítico” para apoiar a Ucrânia em sua luta contra a Rússia, enquanto mantinham conversas em Londres.
O Sr. Lammy disse que seria a “primeira visita conjunta deste tipo em uma década” e demonstraria o comprometimento do Ocidente com a Ucrânia.
As negociações se concentraram em questões internacionais urgentes, como as guerras em Gaza e na Ucrânia, e as sanções contra a Rússia e seus aliados.
Diplomatas britânicos estão saudando a visita como uma reafirmação de uma parceria próxima entre os dois países, frequentemente descrita como “relacionamento especial”.
A viagem do Sr. Blinken ao Reino Unido acontece antes da segunda visita do primeiro-ministro Keir Starmer à Casa Branca na sexta-feira.
Os crescentes ganhos territoriais russos no leste da Ucrânia e um cessar-fogo ilusório em Gaza são os itens mais importantes na agenda durante esta rodada de diplomacia britânica e americana.
Em uma entrevista coletiva, o Sr. Blinken disse que o Reino Unido e os EUA estavam “priorizando a assistência de segurança à Ucrânia”, já que a Rússia estava “continuando a intensificar sua guerra” ao atacar a infraestrutura de eletricidade antes do inverno.
Mas nem o Sr. Blinken nem o Sr. Lammy entraram em detalhes específicos sobre as maneiras pelas quais a ajuda militar à Ucrânia poderia ser aumentada ou expandida em relação ao propósito de sua visita à Ucrânia.
O Sr. Blinken disse que um dos objetivos deles era “ouvir diretamente da liderança ucraniana” sobre seus “objetivos e o que podemos fazer para apoiar essas necessidades”.
A dupla teve palavras duras para a China, o Irã e a Coreia do Norte, que acusaram de dar assistência militar à Rússia.
Blinken disse que os EUA anunciariam novas sanções ao Irã e acusou o país de enviar mísseis balísticos para a Rússia.
O secretário de Estado dos EUA disse que a Rússia deve usar os mísseis em sua guerra na Ucrânia nas próximas semanas e também está compartilhando tecnologia com o Irã, inclusive em questões nucleares.
Sir Keir deixou claro que o governo do Reino Unido continuará apoiando a Ucrânia e enviará £ 3 bilhões em apoio militar ao país pelo tempo que for necessário.
Semana passada, o governo do Reino Unido disse estava enviando centenas de mísseis de curto alcance para a Ucrânia em um pacote avaliado em £ 162 milhões.
Mas os EUA são de longe o maior fornecedor de armas para a Ucrânia.
Em uma cúpula na Alemanha na semana passada, o presidente ucraniano Volodymyr Zelensky criticou o ritmo das entregas de armas e pediu autorização para atingir alvos no interior da Rússia com mísseis fornecidos pelo Ocidente.
Enquanto o Sr. Zelensky pede mais armas, as forças russas avançam lentamente no leste da Ucrânia, enquanto as tropas ucranianas travam uma ofensiva ousada em território russo.
A situação na Ucrânia significa que as próximas negociações em Kiev são urgentes e o Sr. Lammy e o Sr. Blinken provavelmente serão pressionados novamente para permitir que a Ucrânia use suas armas para atacar a Rússia.
O Sr. Blinken não quis saber qual será a resposta desta vez ao apelo de longa data do Presidente Zelensky.
Embora o Reino Unido e os EUA estejam amplamente alinhados em relação à Ucrânia, há diferenças em relação a Gaza.
Semana passada, o Reino Unido suspendeu algumas licenças de exportação de armas a Israel sobre equipamentos que poderiam ser usados em Gaza.
O presidente dos EUA, Joe Biden, e seu governo resistiram aos apelos para seguir o exemplo, embora não tenham criticado publicamente a decisão do Reino Unido.
A questão não azedou o clima da confraternização em Londres na terça-feira, mas o Sr. Blinken fez uma declaração marcante sobre o exército de Israel.
Ele disse que o exército israelense precisava fazer “mudanças fundamentais” depois que um ativista turco-americano foi morto a tiros durante um protesto na Cisjordânia ocupada na semana passada.
“Seu assassinato foi não provocado nem justificado”, disse Blinken.
Elogiando a cooperação entre EUA e Reino Unido na Ucrânia e outros assuntos, o Sr. Blinken disse que o relacionamento entre as duas nações era mais do que especial.
“Gosto de chamá-lo de essencial — essencial para nossas nações, nosso povo e pessoas muito além de nossas fronteiras”, disse Blinken.
