HARRISBURG, Pensilvânia — Com forte apoio do governo estadual, a retomada de uma usina nuclear fechada no centro da Pensilvânia está sendo proposta como uma forma de impulsionar a crescente, mas carente de eletricidade, indústria de inteligência artificial.
A Constellation Energy, uma empresa de capital aberto sediada em Baltimore, dona da usina Three Mile Island Unit 1, ao sul de Harrisburg, anunciou na sexta-feira que assinou um contrato de compra de energia de 20 anos com a Microsoft.
Usando o mesmo mecanismo comum a projetos eólicos e solares, o contrato da Microsoft apoiaria a reconexão da usina nuclear fechada à rede regional. Tanto a usina nuclear quanto a Microsoft seriam conectadas a essa rede.
A proposta de reiniciar a usina enfrenta diversas aprovações regulatórias, incluindo da Comissão Reguladora Nuclear e da operadora de rede regional, a PJM Interconnection LLC, sediada em Valley Forge.
A Microsoft, que registrou mais de US$ 64 bilhões em receita em seu trimestre mais recente, é um dos maiores nomes na indústria de IA em rápida evolução, que demanda enormes quantidades de eletricidade. O reator da Unidade 1 de Three Mile Island foi desligado há cinco anos porque seu proprietário na época, a Exelon, achou que era muito caro operá-lo.
O reator da Unidade 2 nas proximidades foi o local do pior acidente nuclear do país em 1979. O nome “Three Mile Island” ainda carrega para muitos memórias do medo e da incerteza que acompanharam o acidente que destruiu o reator e liberou uma pequena quantidade de radiação.
A proposta de reiniciar a Unidade 1 teve apoio imediato no governo estadual em Harrisburg. O governador Josh Shapiro, um democrata, disse que a indústria nuclear desempenha um papel crítico no fornecimento de energia livre de carbono, e o reinício proposto seria realizado “sob a vigilância cuidadosa das autoridades estaduais e federais” e levaria a milhares de empregos.
O deputado estadual Thomas Mehaffie, um republicano do Condado de Dauphin cujo distrito inclui a usina, patrocinou anteriormente um projeto de lei na legislatura que teria mantido o reator da Unidade 1 aberto. O projeto de lei não conseguiu obter apoio suficiente para seguir adiante.
Ele chamou a nova proposta de “fantástica”. Um reinício, ele disse, geraria muitos empregos em seu distrito e o projeto seria totalmente financiado pela Microsoft e pela Constellation. O porta-voz da Constellation, Paul Adams, disse que a empresa planeja investir US$ 1,6 bilhão para restaurar a planta.
A usina da Unidade 1 é “completamente independente” da usina da Unidade 2 em ruínas, disse Mehaffie.
Obter a aprovação da NRC para um reinício pode ser o passo futuro mais significativo no processo, disse ele.
Mehaffie disse que não acredita que nenhuma votação do legislativo seja necessária antes do reinício proposto, mas que os requisitos regulatórios — como obter aprovação do estado para usar água do Rio Susquehanna para operar o reator — teriam que ser atendidos.
O deputado estadual Rob Matzie, D-Beaver, presidente do Comitê de Proteção ao Consumidor, Tecnologia e Serviços Públicos da Câmara, disse que a reinicialização proposta “nos dá mais capacidade e mais flexibilidade para enfrentar as demandas — não é apenas geração de energia limpa, são bilhões em receitas fiscais e milhares de empregos bem remunerados, com ainda mais empregos criados em indústrias de apoio”.
O porta-voz da NRC, Neil Sheehan, confirmou que a agência estava ciente do potencial para um reinício na TMI, mas ainda não recebeu nenhum material de licenciamento. Atualmente, está em processo de revisão do primeiro pedido desse tipo para um reinício de usina nuclear nos EUA, o que pode abrir caminho para o que acontece na TMI.
No ano passado, a Holtec International enviou um requerimento à NRC para reiniciar a usina nuclear de Palisades de 800 megawatts em Michigan, que foi fechada em maio de 2022. A Holtec havia comprado originalmente a propriedade para descomissioná-la, mas no ano passado a empresa reverteu o curso, impulsionada por mais de US$ 300 milhões em financiamento estadual e federal e pela expectativa de um grande empréstimo do Departamento de Energia. O empréstimo de US$ 1,5 bilhão foi aprovado em agosto.
A Holtec disse que espera reiniciar a usina até o final de 2025, aguardando a revisão da NRC. Seria a primeira vez que uma usina nuclear fechada seria trazida de volta à vida nos EUA
Three Mile Island seria a segunda, se os planos da Constellation derem certo.
Mas não será a primeira a vincular seu destino a um grande data center. Em março, a Amazon fechou um acordo com a Talen Energy, a operadora da Susquehanna Steam Electric Station no Condado de Luzerne, no qual uma parte da energia da usina nuclear será roteada para o data center da Amazon nas proximidades.
Diferentemente do que está sendo proposto com a TMI, a Amazon receberá elétrons diretamente das instalações da Talen. A Talen desenvolveu o campus do data center e o vendeu para a Amazon por US$ 650 milhões.
Acordos semelhantes para uma conexão direta atrás do medidor foram sugeridos em outras usinas nucleares, incluindo a usina nuclear de Beaver Valley, no Condado de Beaver.
Líderes políticos estão sob pressão para acomodar as crescentes necessidades de eletricidade da computação de IA.
Eric Epstein, coordenador do grupo de fiscalização de responsabilidade governamental Rock the Capital e crítico de longa data da forma como o governo lidou com o TMI, criticou a proposta.
A usina foi fechada anteriormente, ele disse, porque não podia ser operada de forma financeiramente competitiva. A nova proposta, ele disse, é “o governo colocando o polegar na balança para apoiar a energia nuclear” de uma forma que distorcerá o mercado e prejudicará os consumidores.
Entre outras críticas, ele disse que o reinício da Unidade 1 atrasaria ainda mais a tão esperada limpeza final da Unidade 2.
O CEO do Google, Sundar Pichai, disse na quarta-feira em Pittsburgh que as gigantes da tecnologia estão atualmente em uma posição “desconfortável” equilibrando as metas de neutralidade de carbono com as imensas necessidades de energia da computação de IA.
“No curto prazo, é desafiador”, ele disse a uma plateia na Carnegie Mellon University. “No médio a longo prazo, estou otimista, porque acho que também está trazendo muito investimento de capital para desenvolver novas fontes de energia.”
A Constellation se referiu ao reator da Unidade 1 com um novo nome, Crane Clean Energy Center, e disse que um cronograma para o trabalho na usina poderia levá-la a estar online em 2028. A empresa disse que a usina “operou em níveis líderes da indústria de segurança e confiabilidade por décadas” antes de ser desligada.
“Fornecer energia para indústrias essenciais à competitividade econômica e tecnológica global da nossa nação, incluindo data centers, exige uma abundância de energia livre de carbono e confiável a cada hora de cada dia, e as usinas nucleares são as únicas fontes de energia que podem cumprir essa promessa de forma consistente”, disse Joe Dominguez, presidente e CEO da Constellation.
“Antes de ser fechada prematuramente devido à economia ruim, esta usina estava entre as mais seguras e confiáveis da rede.”
