WASHINGTON — Problemas técnicos com uma linha direta de suicídio para veteranos causaram uma dúzia de interrupções de serviço no ano fiscal de 2024, tornando quase impossível para indivíduos em crise entrarem em contato com um conselheiro e obter ajuda, de acordo com o Departamento de Assuntos de Veteranos.
Mais de 675 pessoas foram afetadas por chamadas, mensagens de texto e bate-papos perdidos, de acordo com o VA.
O senador Jon Tester, democrata de Montana, enviou uma carta na segunda-feira ao secretário do VA, Denis McDonough, pedindo que ele priorizasse encontrar uma solução permanente para as interrupções intermitentes de serviço, que variavam em duração e áreas geográficas afetadas.
“Quando esse serviço não está funcionando corretamente, os veteranos que passam por uma crise de saúde mental correm um risco maior de sofrer danos que poderiam ser amenizados por um atendente da linha direta de crise para veteranos”, disse Tester, que é presidente do Comitê de Assuntos de Veteranos do Senado.
Veteranos em crise discam 988, depois pressionam 1, para uma resposta direta de um conselheiro. Eles também podem enviar uma mensagem de texto para 988 ou 838255 para obter ajuda.
“Usei muito a linha direta 988. Não é porque eu estava com tendências suicidas na época, mas porque eu precisava falar com alguém”, disse Mike Archer, um veterano do Vietnã de 73 anos que mora no Arizona.
Ele está 100% incapacitado pelo transtorno de estresse pós-traumático e disse que a linha de crise o ajuda a controlar os sintomas de depressão, ansiedade e pensamentos negativos.
“Eu me senti culpado por sobreviver enquanto alguns caras não sobreviveram”, disse Archer, um ex-cabo que serviu no Exército de 1969 a 1972.
A linha de crise de suicídio de veteranos recebe cerca de 2.100 chamadas por dia em média. Um atendente gasta em média 43 minutos em uma chamada.
Dez das interrupções de serviço em 2024 resultaram de problemas em serviços fornecidos por um fornecedor ou operadora, disse o VA. Dois problemas foram causados por uma quebra de equipamento interno do VA.
O VA notificou o Congresso no final de junho sobre problemas intermitentes com as operações e o acesso à linha de crise, disse o secretário de imprensa do VA, Terrence Hayes.
O VA publicou alertas em suas páginas da web e plataformas de mídia social quando a linha não estava funcionando.
A maioria dos veteranos recebeu contato de acompanhamento e não houve impacto adverso das interrupções, de acordo com a agência.
As interrupções variaram em escopo e impacto. Algumas se limitaram a problemas de operadora em localizações geográficas específicas, algumas foram interrupções intermitentes e outras afetaram componentes individuais de TI, de acordo com o VA.
Tester pediu a McDonough que apresentasse um relatório ao Congresso após conduzir uma revisão mais abrangente do desempenho do sistema, dos motivos das interrupções e dos procedimentos de backup para manter as comunicações com os veteranos, quando as funções da linha direta não estiverem funcionando.
Cerca de 17 veteranos morrem em média por suicídio a cada dia, de acordo com o Relatório Anual Nacional de Prevenção ao Suicídio de Veteranos de 2023. A taxa aumentou 11% em relação ao ano anterior, de acordo com o relatório.
“Com tanto em jogo, uma chamada ou chat desconectado ou perdido já é demais”, disse Tester.
Em pesquisas do VA, veteranos relatam alta satisfação com a linha de crise. Desde que a linha dedicada para veteranos começou em julho de 2022, os conselheiros atenderam mais de 1,63 milhão de chamadas de ajuda. A linha direta relatou um aumento de 22,7% em ligações telefônicas por dia em 2024, um aumento de 76,7% em mensagens de texto por dia e um aumento de 27,5% em chats por dia.
“Veteranos, suas famílias e cuidadores dependem deste serviço de intervenção de crise. Seu papel na redução do risco de suicídio de veteranos não pode ser exagerado”, disse Julie Kroviak, principal vice-inspetora-geral assistente do Office of Health Care Inspections, na semana passada em uma audiência do House Veterans’ Affairs Committee.
O VA planeja adicionar recursos de geo-roteamento à linha direta para ajudar veteranos em crise a se conectarem com recursos locais. Diferentemente da geolocalização, que identifica precisamente a localização de um indivíduo, o geo-roteamento enviará chamadas para centros regionais que podem conectar veteranos com cuidados de saúde mental em suas comunidades sem revelar seu endereço residencial.
Mas Archer disse que teve problemas quando a linha de crise fez encaminhamentos de acompanhamento para o Tucson VA Medical Center, onde ele vai para seu tratamento de saúde. Ele disse que acha a equipe condescendente com os veteranos.
“Eu os deixei saber como é ser tratado de forma desrespeitosa”, disse Archer.
O VA também oferece apoio de colegas veteranos depois que eles entram em contato com a linha direta de crise.
Archer disse que um conselheiro da linha direta de crise lhe deu o número de telefone de um especialista veterano em apoio a colegas.
“Entrei em contato com ele e conversamos sobre os benefícios dos veteranos”, disse ele. “Mas não havia realmente uma conexão entre nós. Servimos em conflitos diferentes. Conversamos algumas vezes. Mas foi só isso.”
