Qualquer professor de inglês notaria que o texto conforme apresentado contém apenas duas declarações, nenhuma descrevendo o que existe atualmente e o que deve ser feito no texto específico. Os cidadãos não podem mais arcar com desenvolvimentos hipotéticos que “parecem uma boa ideia”, mas que fracassam por este ou aquele motivo. Há muitos exemplos.
