As chances de a Irlanda do Norte sediar partidas do torneio de futebol Euro 2028 parecem ter desaparecido.
O governo do Reino Unido anunciou na sexta-feira à noite que o custo estimado da reconstrução do estádio Casement Park em Belfast “aumentou drasticamente” para mais de £ 400 milhões.
O governo disse que não fornecerá financiamento para reconstruir o estádio a tempo para o torneio.
A empresa disse que havia um “risco significativo” de que o estádio não fosse construído a tempo.
O anúncio foi feito em uma carta conjunta da Secretária da Irlanda do Norte, Hilary Benn, e da Ministra dos Esportes, Lisa Nandy, ao Ministro de Stormont, Gordon Lyons, responsável pelo esporte na Irlanda do Norte.
Na carta, Benn e Nandy disseram: “Os custos estimados de construção aumentaram drasticamente – de £ 180 milhões quando a proposta da EURO 2028 foi concedida em outubro de 2023 para potencialmente mais de £ 400 milhões – e há um risco significativo de que não seja construído a tempo para o torneio.
“Por isso, lamentavelmente, decidimos que não é apropriado que o governo do Reino Unido forneça financiamento para tentar construir Casement Park a tempo de sediar partidas da EURO 2028.”
Para estar pronto para o torneio de 2028, o Casement Park precisa ser reconstruído até o verão de 2027.
Sem um pacote de financiamento em vigor, isso agora parece impossível.
A Irlanda do Norte poderia ter algum papel como base de treinamento ou sediar partidas de aquecimento no atual estádio Windsor Park, mas o sonho de sediar jogos do torneio parece ter acabado.
Os custos aumentaram drasticamente
Há planos para construir um novo estádio no Casement Park desde 2011.
O custo inicial estimado da reconstrução de Casement foi de £ 77,5 milhões, com £ 62,5 milhões vindos do executivo de Stormont e £ 15 milhões da Gaelic Athletic Association (GAA).
Isso foi há mais de uma década e, desde então, os custos aumentaram drasticamente.
Tentar atender tanto as partidas de futebol quanto as da GAA aumentou ainda mais o custo, já que a UEFA exige especificações mais altas do estádio.
Embora as esperanças de fazer parte do torneio Euro 2028 possam ter acabado, isso não significa que o estádio não possa ser reconstruído para o GAA, que era o propósito original.
No entanto, isso também não será barato, e a GAA espera que, embora o governo do Reino Unido tenha dito que não financiará um estádio compatível com a Euro 2028, ele ainda possa contribuir para a reforma quando isso acontecer.
O governo irlandês já prometeu mais de £ 40 milhões.
‘Quase nenhum progresso’ desde o anúncio do Euro
A carta de Benn e Nandy afirmava: “O governo sempre se comprometeu a garantir que a Irlanda do Norte pudesse sediar a Eurocopa se houvesse alguma maneira de conseguir isso.
“E então, quando assumimos o cargo em julho, dissemos que analisaríamos rápida, mas completamente, se o Casement Park poderia ser concluído com sucesso dentro dos prazos exigidos pela UEFA e em conformidade com seus requisitos mínimos.”
A carta acrescentou que o risco de o estádio não ser concluído a tempo se deve em parte ao fato de “quase nenhum progresso” ter sido feito no período entre a decisão da partida da Eurocopa para Belfast e a eleição do novo governo.
“Esta foi uma decisão muito difícil de tomar, dada a nossa crença na parceria Euro 2028, mas é o único caminho a seguir nas circunstâncias”, acrescentou a carta.
As negociações sobre o financiamento do Casement Park estavam em prorrogação há muito tempo, mas o governo deu o apito final para a Euro 2028, que acontecerá em Belfast.
É claro que foram os Conservadores que passaram essa bola política específica para o Partido Trabalhista quando venceram as eleições gerais há cerca de dois meses.
No entanto, a citação agora infame que ouviremos novamente nos próximos dias foi a do então Secretário de Estado Chris Heaton-Harris dizendo em 2023: “Não se preocupe, nós conseguiremos o dinheiro”.
A partir daquele momento, uma expectativa foi criada, mas durante meses houve uma sensação crescente de que o dinheiro não chegaria.
O governo trabalhista, em sua última carta — publicada na sexta-feira à noite, após o término dos noticiários noturnos (o que levantará suas próprias questões) — deixa claro que o custo agora é muito alto e o cronograma muito curto.
Tanto os maiores apoiadores da reconstrução quanto os sindicalistas que apoiaram o projeto com menos disposição agora podem culpar o número 10 pela Irlanda do Norte ter perdido parte da oportunidade de sediar o torneio.
Aqueles que sentem que um gol contra foi marcado em termos econômicos e esportivos farão suas vozes serem ouvidas nos próximos dias.
Mas a raiva e a frustração não mudarão o fato de que o sonho das partidas da Euro 2028 em Belfast parece ter acabado, com o futuro do estádio ainda longe de ser claro.
Onde fica o Casement Park?
No oeste de Belfast, a poucos passos da movimentada rodovia M1 que segue para o sul da cidade, você encontrará o local proposto para sediar um dos maiores torneios esportivos do mundo.
Foi inaugurado em 1953 como um estádio para jogos gaélicos, e tem sido a casa do Antrim GAA desde sua criação. A capacidade oficial era de pouco mais de 31.000, embora três quartos do terreno fossem terraços.
No entanto, não houve visitantes em Casement por mais de uma década e, durante anos, qualquer motorista que passasse e conseguisse esticar o pescoço para baixo só via uma casca abandonada.
Em fevereiro, finalmente começaram os trabalhos de limpeza do local em preparação para o novo estádio – mas ainda não está claro quando, ou mesmo se, isso acontecerá.
