Os data centers no Reino Unido devem ser classificados como infraestrutura nacional crítica, juntando-se aos serviços de emergência, sistemas financeiros e de saúde, e fornecimento de energia e água.
Isso significa que eles receberiam apoio governamental extra durante um grande incidente, como um ataque cibernético, uma queda de TI ou condições climáticas extremas, para minimizar as interrupções.
Os data centers são enormes armazéns cheios de vastos bancos de computadores que alimentam remotamente serviços como aplicativos de inteligência artificial (IA), processamento de dados e streaming.
Seu desenvolvimento enfrentou críticas quanto ao uso de energia e água.
Mas o novo governo trabalhista diz que apoia o setor – com o secretário de tecnologia Peter Kyle descrevendo os data centers como “os motores da vida moderna”.
Atualmente, há 13 setores listados como infraestrutura nacional crítica no Reino Unido. A lista foi atualizada pela última vez há nove anos, quando espaço e defesa foram adicionados.
O governo anterior lançou uma consulta em dezembro de 2023 para discutir a possível adição de data centers.
Uma equipe de funcionários será agora criada para monitorar especificamente as ameaças potenciais contra os data centers e coordenar uma resposta no caso de um incidente grave, como o recente caos mundial desencadeado por uma atualização da empresa de segurança cibernética Crowdstrike, que afetou milhões de pessoas e empresas.
No entanto, não haverá nenhuma nova regulamentação, nem está planejado um exame mais detalhado dos acordos de contingência existentes dos operadores de data center.
“Não é de surpreender que os data centers agora sejam classificados como infraestrutura crítica, pois abrigam muitos serviços on-line essenciais”, disse o professor Alan Woodward, especialista em segurança cibernética da Universidade de Surrey.
“Muitas pessoas pensam em serviços como se estivessem em uma nuvem etérea, mas tudo é baseado em algum ponto na infraestrutura física e, na maioria das vezes, isso é baseado em um data center.”
Em 2023, o ex-vice-primeiro-ministro Oliver Dowden alertou sobre as “tentativas russas de atacar a infraestrutura britânica”.
Lindy Cameron, chefe do Centro Nacional de Segurança Cibernética, disse mais precisa ser feito para protegê-lo de ameaças cibernéticas.
“Trazer data centers para o regime de Infraestrutura Nacional Crítica permitirá melhor coordenação e cooperação com o Governo contra criminosos cibernéticos e eventos inesperados”, disse ele.
A necessidade de data centers está crescendo, em parte devido à proliferação de serviços baseados em IA, que exigem considerável poder de computação.
Na quarta-feira, a Amazon Web Services anunciou que investirá £ 8 bilhões na construção e operação de data centers na Grã-Bretanha nos próximos cinco anos.
A Microsoft e o Google estão construindo separadamente suas primeiras instalações desse tipo no Reino Unido no momento.
Mas as preocupações ambientais sobre os centros de dados e a sua procura de recursos permanecem – são faminto por energia e pode exigir grandes quantidades de água para resfriamento.
O presidente executivo da National Grid disse em março que o uso de energia do centro de dados no Reino Unido aumentaria seis vezes na próxima década.
Os planos para construir centros de dados também enfrentam frequentemente a oposição local – em junho, os vereadores de Buckinghamshire rejeitaram uma proposta de desenvolvimento devido ao seu impacto no cinturão verde.
Bruce Owen, da Equinix, que administra data centers no Reino Unido, disse ao Today Programme, na BBC Radio 4, que estava “muito encorajado” com a mudança.
“O Reino Unido, para nós, como um provedor global de data center, é um mercado crítico”, disse ele.
“Ao longo da nossa história no Reino Unido, investimos mais de um bilhão de libras e estamos muito encorajados por esse sinal, o que nos incentiva a continuar investindo e atendendo nossos clientes no Reino Unido.”
