Os polêmicos postes de sinalização em dois cruzamentos da Diamond Street em Pacific Beach serão removidos na sexta-feira.
Os postes foram instalados nos cruzamentos da Diamond com as ruas Cass e Fanuel para criar uma Slow Street, evitando que veículos viajassem para leste e oeste nesses cruzamentos e fizessem conversões à esquerda. Somente conversões à direita eram possíveis nesses locais.
Em 25 de setembro, a presidente do Pacific Beach Planning Group, Marcella Bothwell, recebeu uma carta assinada pelo prefeito de San Diego, Todd Gloria, e pelo presidente pro tem do Conselho Municipal, Joe LaCava, cujo distrito inclui Pacific Beach.
Em resposta à carta do grupo de planejamento de 15 de agosto relatando seu voto unânime para pedir à cidade que removesse os postes em 30 dias, mas apoiando outras medidas de acalmia do tráfego, Gloria e LaCava escreveram: “Reconhecendo o voto do PBPG e a natureza temporária do piloto, estamos anunciando que os postes serão removidos em 27 de setembro de 2024.”
“Aleluia”, disse Laurice Tomlinson, cuja casa na Diamond Street, com quase 50 anos de existência, fica perto do cruzamento da Diamond Street com a Fanuel Street.
Tomlinson foi um dos muitos que expressaram descontentamento em reuniões comunitárias, incluindo o Conselho Municipal de PB, porque discordavam da criação da Slow Street.
A Slow Street foi criada para tornar a área designada de Diamond entre Ingraham Street (perto da PB Middle School e do PB Recreation Center) e Mission Boulevard (praia, calçadão e empresas) mais segura e amigável para pedestres, ciclistas, patinadores e outros veículos não motorizados.
Mas a designação de Slow Street de Diamond, uma das várias criadas em toda a cidade no início da pandemia como um projeto piloto, foi controversa pela forma como foi implementada sem a contribuição de moradores impactados que vivem ao longo ou perto de Diamond. Além disso, todas as outras Slow Streets foram eventualmente descontinuadas na cidade, exceto a Diamond Street em Pacific Beach.
Além de ser um obstáculo e inconveniente para os motoristas, especialmente os moradores da área que disseram que não havia um problema de segurança antes da criação da Slow Street, suas objeções incluíam a poluição extra criada ao forçar os motoristas a viajar quarteirões extras para chegar aos seus destinos.
“Muitas pessoas ficarão muito felizes”, disse Tomlinson. “Meu carro ficará feliz porque não precisará dar voltas por quarteirões só para ir direto. Yay, yay, yay.”
Os defensores da Slow Street disseram que ela criou uma área onde as pessoas se sentiam mais seguras para andar de bicicleta, caminhar e usar métodos alternativos de transporte para chegar a outras partes da comunidade e se exercitar.
De acordo com a carta de Gloria e LaCava, “A cidade utilizará os resultados e lições aprendidas na implementação futura do Programa Slow Streets, bem como outros projetos de acalmia de tráfego e Vision Zero. Com a contribuição formal e ampla da comunidade, desenvolveremos um programa mais abrangente para identificar medidas eficazes de acalmia de tráfego e criar um kit de ferramentas de recursos comunitários. O kit de ferramentas será projetado para facilitar projetos conduzidos pela comunidade em Pacific Beach e em bairros por toda a cidade.”
Eles escreveram que a cidade espera trabalhar com vários grupos, partes interessadas, especialistas e vizinhos no futuro Programa Slow Street e iniciativas para priorizar a segurança com sucesso.
“O piloto da Diamond Street Slow Street resultou em um aumento nas viagens de bicicleta, demonstrando que há um desejo de viajar ativamente quando as pessoas se sentem seguras em nossas ruas”, disse o presidente da beautifulPB, Ryan Stock, após o anúncio da cidade. Ele citou os resultados de suas contagens anuais de tráfego de 2015 a 2024.
“Estou esperançoso de que esta decisão de remover os postes servirá como um reinício para a divisão em nossa comunidade e oferecerá à nossa comunidade a oportunidade de se unir e se concentrar em medidas significativas de acalmia do tráfego que criem um lugar mais seguro, tranquilo e saudável para todos nós”, disse Stock.
A designação de Slow Street de Diamond foi considerada Fase 2 no programa PB Pathways criado em 2015 pela beautifulPB. Stock disse que Diamond era considerada uma ciclovia de Classe 3, o que significa que era um trecho compartilhado para bicicletas e veículos.
Stock disse que apoiava o pedido do PB Planning Group para que os postes fossem removidos porque “eu apoio a redução do tráfego e ruas mais seguras, mas esse processo (em Diamond) e método geralmente criaram ressentimentos na comunidade.
“Uma reinicialização é o único caminho a seguir”, disse Stock.
