JAMES CITY — O proprietário do Kingsmill Resort iniciou um esforço para construir 32 casas no coração da comunidade de 2.900 acres, mas o local escolhido para o bairro não está sendo bem recebido pelos proprietários de imóveis em Kingsmill, no James.
No mês passado, o proprietário do Kingsmill Resort, Escalante Golf, enviou ao Condado de James City um plano conceitual para a subdivisão Frances Thacker — em terras já zoneadas para casas unifamiliares. Mas alguns moradores dizem que as novas casas estragariam o terreno que é um elo importante com a história do Kingsmill e um lugar para eventos comunitários.
A Escalante Golf, sediada em Fort Worth, que possui 23 propriedades de golfe em todo o país, comprou o Kingsmill Resort em 2017 da Xanterra Parks & Resorts por US$ 30,7 milhões. O proprietário anterior, Anheuser-Busch, começou a desenvolver o Kingsmill há mais de 50 anos. Além do resort, o Kingsmill inclui aproximadamente 2.400 casas.
Joel Paige, vice-presidente sênior de operações de Escalante e morador de Kingsmill desde 2019, disse que a ideia é investir em Kingsmill e melhorar a comunidade.
“A Escalante é uma empresa familiar privada”, ele disse. “Nós compramos coisas e não vendemos. Somos pensadores de longo prazo.”
Paige destacou o desenvolvimento recente da comunidade de 24 unidades dentro de Kingsmill chamada The Enclave. De acordo com Paige, a demanda por essas casas era extremamente alta, e esse tipo de entusiasmo aumenta o valor de todas as propriedades em Kingsmill.
No entanto, vários moradores questionam a localização do loteamento proposto, de acordo com Margaret Fowler, que mora em Kingsmill desde 2006.
“Isso ficaria bem na frente e destruiria o local do século XVIII que dá nome ao nosso monumento”, disse Fowler.
As casas seriam construídas imediatamente adjacentes ao local da casa principal da Kingsmill Plantation, que foi construída por volta de 1736. Embora a mansão não exista mais, sua fundação permanece, assim como duas dependências de tijolos, que datam aproximadamente do mesmo período da casa principal.
De acordo com o plano conceitual submetido ao departamento de planejamento do condado, várias casas estariam a 150 pés da dependência leste, com uma a aproximadamente 50 pés de distância. As casas também seriam construídas em um campo aberto e multiuso conhecido pelos moradores como campo de futebol.
O arqueólogo William Kelso, autor de “Kingsmill Plantations 1619-1800: Archaeology of Country Life in Colonial Virginia”, liderou escavações em sítios de Kingsmill na década de 1970, quando a Anheuser-Busch começou o desenvolvimento da comunidade em expansão. Kelso acredita que construir na terra adjacente comprometeria o significado espacial do sítio da mansão e dependências.
Kelso disse que as duas dependências estão entre os edifícios de serviços públicos de tijolos mais antigos do país, construídos por e para pessoas escravizadas.
No ano passado, o Departamento de Recursos Históricos da Virgínia doou mais de US$ 176.000 em fundos federais que permitiram ao escritório estadual preservar e catalogar cerca de 60.000 artefatos escavados no sítio da Plantação Kingsmill na década de 1970.
Kelso também disse que as evidências sugerem que o local do campo de futebol provavelmente é rico em tesouros arqueológicos, incluindo os restos de um jardim paisagístico formal e possivelmente sepultamentos de pessoas escravizadas.
“Uma pesquisa arqueológica intensiva deste campo de futebol pode responder a essa pergunta e revelar mais do projeto paisagístico do século XVIII”, ele disse. “O desenvolvimento planejado seria construído sobre ele.”
Paige não tem certeza se o campo de futebol contém resquícios tão significativos do passado e acredita que muito dele é composto de aterro de construção. Mas, independentemente do que esteja enterrado, Paige disse que Escalante seguirá todas as regras e regulamentos no curso do desenvolvimento, incluindo uma investigação arqueológica da Fase I.
Paige também disse que o desenvolvimento residencial e a preservação histórica em Kingsmill são compatíveis, evidenciado pelas muitas casas e locais históricos que já coexistem.
A outra objeção primária contra o desenvolvimento é a perda de espaço comunitário. John McGlennon, supervisor do Roberts District do Condado de James City, onde Kingsmill está localizado, disse que se encontrou com moradores e a perda de espaço recreativo estava entre as principais preocupações.
Durante décadas, as pessoas usaram a área para reuniões pequenas e grandes, desde brincadeiras com cães até comemorações do Dia da Independência.
McGlennon disse que quando Escalante revelou sua visão para o empreendimento, os executivos da empresa garantiram à comunidade que eles teriam um local alternativo para reunião, mas nada até agora no plano sugere onde esse espaço poderia ser designado.
De acordo com Paige, Kingsmill tem vários lugares onde encontros podem acontecer. Em novembro passado, por exemplo, a comunidade sediou uma exposição de carros clássicos em um local central e acessível na propriedade do resort, ele disse.
Em janeiro, Escalante pediu a alguns membros do conselho de diretores da associação de proprietários da comunidade, Kingsmill Community Services Association, para fazer uma oferta pela propriedade. Em março, a KCSA fez uma oferta de US$ 2 milhões pela terra em um esforço para preservá-la. Escalante não considerou a oferta quando os membros da KCSA a apresentaram.
Paige disse que ele e seus colegas de Escalante entendem as preocupações da comunidade, mas que, no final das contas, a nova subdivisão será um desenvolvimento positivo para Kingsmill como um todo.
“Quando uma comunidade tem 50 anos, ela geralmente já atingiu o pico ou está começando a decair depois do seu auge”, disse Paige. “Kingsmill, por todas as métricas, continua a crescer. Essa é uma das coisas que atraiu Escalante.
“Acreditamos em construir e manter a comunidade em alta. Há uma alta demanda por viver o estilo de vida Kingsmill dentro dos portões.”
