WASHINGTON (AP) — Problemas de comunicação com as autoridades locais prejudicaram o desempenho do Serviço Secreto antes de uma tentativa de assassinato do ex-presidente Donald Trump em julho, de acordo com um novo relatório que apresenta uma série de oportunidades perdidas para impedir um atirador que abriu fogo de um telhado desprotegido.
Um documento de cinco páginas resumindo as principais conclusões do relatório do Serviço Secreto encontra falhas na aplicação da lei local e federal, ressaltando as falhas em cascata e abrangentes que precederam o tiroteio de 13 de julho em um comício de campanha em Butler, Pensilvânia, onde Trump foi ferido no ouvido por tiros.
Embora a resposta fracassada tenha sido bem documentada por meio de depoimentos no Congresso, investigações da mídia e outras declarações públicas, o relatório divulgado na sexta-feira marca a tentativa mais formal do Serviço Secreto de catalogar os erros do dia e está sendo divulgado em meio a um novo escrutínio após a prisão de domingo na Flórida de um homem que, segundo as autoridades, queria matar Trump.
“É importante que nos responsabilizemos pelas falhas de 13 de julho e que usemos as lições aprendidas para garantir que não tenhamos outra falha de missão como essa novamente”, disse o diretor interino do Serviço Secreto, Ronald Rowe Jr., em uma declaração que acompanhou a divulgação do relatório sobre a investigação interna da agência.
O relatório detalha uma série de “deficiências de comunicação” antes do tiroteio de Thomas Matthew Crooks, de 20 anos, que foi baleado por um contra-atirador do Serviço Secreto após disparar oito tiros na direção de Trump do telhado de um prédio a menos de 150 metros de onde Trump estava falando. Deixa claro que o Serviço Secreto sabia, mesmo antes do tiroteio, que o local do comício representava um desafio à segurança.
Entre os problemas: alguns policiais locais no local não sabiam da existência de dois centros de comunicação no local, o que significa que os policiais não sabiam que o Serviço Secreto não estava recebendo suas transmissões de rádio.
A polícia também comunicou informações vitais fora das frequências de rádio do Serviço Secreto. Enquanto os policiais procuravam Crooks antes do tiroteio, os detalhes estavam sendo transmitidos “por meio de dispositivos móveis/celulares de forma escalonada ou fragmentada” em vez de pela própria rede do Serviço Secreto.
“A falha do pessoal em transmitir via rádio a descrição do agressor, ou informações vitais recebidas da polícia local sobre um indivíduo suspeito no telhado do complexo AGR, para todo o pessoal federal no local de Butler inibiu a conscientização coletiva de todo o pessoal do Serviço Secreto”, disse o relatório.
Essa análise foi especialmente problemática para a equipe de proteção de Trump, “que não estava informada sobre o quão focadas as autoridades policiais estaduais e locais estavam nos minutos que antecederam o ataque em localizar o sujeito suspeito”. Se soubessem, diz o relatório, poderiam ter tomado a decisão de realocar Trump enquanto a busca estava em andamento.
O relatório levanta questões mais sérias sobre o motivo pelo qual não havia policiais no telhado em que Crooks subiu antes de abrir fogo.
Uma equipe tática local estava posicionada no segundo andar de um prédio no complexo de onde Crooks atirou. Várias entidades policiais questionaram a eficácia da posição da equipe, “mas não houve discussão de acompanhamento” sobre mudá-la, diz o relatório. E não houve discussão com o Serviço Secreto sobre colocar uma equipe no telhado, embora atiradores de agências policiais locais “aparentemente não se opusessem a esse local”.
A equipe tática que operava no segundo andar do prédio não teve contato com o Serviço Secreto antes do comício. Essa equipe foi trazida por um departamento de polícia local para ajudar no evento, sem o conhecimento do Serviço Secreto, diz o relatório.
O Serviço Secreto entendeu de antemão que o local do comício, selecionado pela equipe de Trump porque acomodava melhor o “grande número de participantes desejados”, era um desafio de segurança por causa das linhas de visão que poderiam ser exploradas por um possível invasor. E ainda assim, o relatório disse que nenhuma medida de segurança foi tomada em 13 de julho para remover essas preocupações e o Serviço Secreto não tinha conhecimento detalhado sobre o suporte policial local que estaria em vigor.
O resumo executivo do relatório não identifica indivíduos específicos que podem ser culpados, nem indica se algum membro da equipe foi disciplinado, embora a Associated Press tenha relatado anteriormente que pelo menos cinco agentes do Serviço Secreto foram colocados em serviço modificado. A diretora na época, Kimberly Cheatle, renunciou mais de uma semana após o tiroteio, dizendo que assumiu total responsabilidade pelo lapso.
A investigação do Serviço Secreto é uma entre várias, incluindo a do Congresso e uma investigação de fiscalização do escritório do inspetor-geral do Departamento de Segurança Interna.
Rowe disse que o tiroteio de julho e o episódio de domingo, no qual Ryan Wesley Routh, de 58 anos, foi preso depois que agentes do Serviço Secreto detectaram um rifle atravessando arbustos no campo de golfe de West Palm Beach, Flórida, onde Trump estava jogando, ressaltam a necessidade de uma mudança de paradigma na forma como a agência protege autoridades públicas.
