O governo do Reino Unido diz que fechou um “novo e melhorado acordo” com a Tata Steel, confirmando que dará uma doação de £ 500 milhões à empresa.
O dinheiro será destinado ao custo da construção de um aquecedor elétrico mais ecológico em Port Talbot e corresponde ao valor acordado pelo governo conservador anterior.
Cerca de 2.500 trabalhadores deverão ser demitidos, e outros 300 deverão ser demitidos no futuro.
Os conservadores dizem que o Partido Trabalhista levantou “falsas esperanças” sobre salvar empregos, mas o secretário de Negócios, Jonathan Reynolds, disse que os trabalhadores agora têm mais proteção, com garantias da Tata sobre empregos e investimentos futuros.
Como parte do acordo, a Tata Steel concordou em analisar futuras oportunidades de investimento, que podem incluir o potencial de turbinas eólicas a serem fabricadas no sul do País de Gales em uma nova usina de chapas grossas.
Os sindicatos Community e GMB disseram que o acordo “não era algo para comemorar”, mas era “melhor do que o plano devastador anunciado pela Tata e pelos conservadores em setembro de 2023”.
O secretário de Negócios e Comércio, Jonathan Reynolds, disse que o acordo dá “esperança para o futuro da siderurgia no sul do País de Gales”.
“Sabemos que um futuro mais limpo e verde para a siderurgia do Reino Unido é vital para a estabilidade econômica de longo prazo do setor”, disse ele.
“O caminho à frente não está isento de desafios, mas nossa estratégia para o aço estabelecerá uma visão positiva para o futuro da indústria, apoiada pelo compromisso do nosso manifesto com £ 3 bilhões de investimentos governamentais.”
O governo diz que divulgará sua estratégia para o aço na primavera.
Sob o acordo, a Tata oferecerá aos funcionários em risco de redundância compulsória um “programa de treinamento abrangente” fornecendo “qualificações reconhecidas em habilidades procuradas”. A Tata também diz que está oferecendo seu melhor pacote de redundância para trabalhadores que estão perdendo seus empregos.
A empresa espera que pelo menos 500 empregos sejam criados para construir o forno elétrico a arco.
O acordo foi fechado na terça-feira em uma reunião entre o primeiro-ministro, o secretário de Negócios e Comércio Jonathan Reynolds, a chanceler Rachel Reeves e o presidente da Tata, Natarajan Chandrasekaran, e confirmado por Reynolds na Câmara dos Comuns na quarta-feira.
A secretária galesa Jo Stevens disse que isso “garante o futuro imediato da siderúrgica de Port Talbot, estabelece as bases para investimentos futuros e aumenta a proteção da força de trabalho em todo o sul do País de Gales, tudo isso sem custos adicionais para o contribuinte”.
“Além de negociar um acordo melhor do que o governo anterior, já liberamos milhões de libras em financiamento do Transition Board para apoiar empresas e trabalhadores em Port Talbot e em todo o sul do País de Gales.
“Embora este seja um momento muito difícil para os trabalhadores da Tata, suas famílias e a comunidade, este governo está determinado a apoiar os trabalhadores e as empresas da nossa indústria siderúrgica galesa, aconteça o que acontecer.”
‘Trágica oportunidade perdida’
Em uma declaração conjunta, o secretário-geral da Comunidade, Roy Rickhuss, e Gary Smith, secretário-geral do GMB, disseram: “Em novembro do ano passado, a Comunidade e o GMB publicaram o Plano Multissindical, uma abordagem alternativa que teria salvaguardado a siderurgia de Port Talbot e garantido uma transição justa para a força de trabalho.
“Infelizmente, não conseguimos garantir o apoio de todas as partes interessadas para nossa estratégia de descarbonização alternativa confiável e, no final das contas, a empresa rejeitou a base de nossas propostas, o que representou uma trágica oportunidade perdida.
“Sob as circunstâncias, representantes de todos os sindicatos do aço resolveram negociar o melhor acordo possível e, então, submetê-lo à votação dos membros. Foi isso que fizemos, e a votação está em andamento.”
Os conservadores acusaram o Partido Trabalhista de criar falsas esperanças de que um acordo melhor seria oferecido e disseram que o governo finalmente percebeu que os conservadores fizeram o melhor que podiam para salvar a produção de aço.
O trabalhador siderúrgico recentemente aposentado Huw Samuel disse que o próximo fechamento do segundo alto-forno sinalizará o fim de uma era.
“Nós previmos a descarbonização da indústria. No entanto, não acho que nenhum de nós teria previsto o quão rápido a Tata tomaria uma decisão e decidiria fechar os fornos de coque”, disse ele.
O homem de 61 anos trabalhou na laminação a frio da siderúrgica Port Talbot de 1986 até agosto de 2023.
O Sr. Samuel disse: “Infelizmente, o forno número quatro vai fechar no final de setembro, o que é um choque terrível, terrível. Vai deixar um abismo enorme entre o fechamento dos fornos e a parte pesada, e a reinstalação de um novo forno elétrico a arco.”
Enquanto muitos de seus colegas estavam prontos para se aposentar, o Sr. Samuel disse que muitos outros eram jovens e tinham famílias para sustentar.
“A Tata paga um bom salário, o que significa que você pode aproveitar, criar uma família e planejar o futuro.
“Isso foi tirado”, ele disse.
“Não haverá empregos para jovens adultos, homens e mulheres, em Port Talbot.”
Questionado se havia algum aspecto positivo a ser tirado do compromisso da Tata Steel com uma produção de aço mais ecológica em Port Talbot, o Sr. Samuel disse que esperava que o forno elétrico desse às pessoas “a oportunidade de se reciclar e se aprimorar”.
Mas ele acrescentou: “É muito difícil para mim ver o lado positivo quando há tantas pessoas que serão demitidas.”
