As paisagens selvagens de Utah estão entre as mais belas do Ocidente, mas também são campos de batalha onde milhares de animais são mortos todos os anos devido a uma gestão deficiente.
Desde caças não licenciadas a leões da montanha até ao abate secreto de alces, todas as acções sancionadas pelo estado e politicamente motivadas perturbam o equilíbrio natural dos ecossistemas do Utah e ameaçam a saúde a longo prazo das populações de vida selvagem.
O abate secreto de alces realizado este ano no rancho Deseret Land & Livestock (DL&L), propriedade de A Igreja de Jesus Cristo dos Santos dos Últimos Dias, é um exemplo flagrante desta abordagem falha. De janeiro a março, o Departamento de Recursos da Vida Selvagem de Utah (DWR) sancionou discretamente o abate de 170 alces para atender a um rebanho que era de 3.000 animais acima do “objetivo populacional” do estado.
Em primeiro lugar, estes objectivos populacionais baseiam-se mais na protecção das forragens para o gado do que em provas científicas de equilíbrio ecológico. Em segundo lugar, o abate foi realizado sem aviso público, reflectindo uma grave falta de transparência na gestão da vida selvagem no estado. Em última análise, o dinheiro dos impostos está a ser utilizado para financiar programas que beneficiam principalmente proprietários de terras privados, como a DL&L, com pouca supervisão pública.
A justificação da DWR para remover 170 alces de um rebanho de milhares de pessoas supostamente sobrepovoadas é uma solução temporária e ineficaz que ignora o papel dos predadores naturais no controlo do número de alces. DL&L fica nos condados de Rich e Morgan, onde lobos e leões da montanha – espécies essenciais para regular as populações de alces – não são protegidos pela Lei de Espécies Ameaçadas (ESA). A campanha incansável de Utah contra esses predadores criou o que eles chamam de “superpopulação de alces”. Em vez de permitir que os predadores desempenhem a sua função ecológica natural, o estado escolheu medidas de abate insustentáveis que nada fazem para resolver as causas profundas do desequilíbrio da vida selvagem. Esta abordagem desperdiça recursos dos contribuintes e dá prioridade aos interesses da pecuária em detrimento da saúde do ecossistema a longo prazo.
As estratégias de gestão da vida selvagem do Utah não são apenas ineficazes, mas também não reflectem os valores dos habitantes do Utah – uma desconexão sobre a qual o público tem dado o alarme há décadas. O estudo mais recente sobre as atitudes dos Utahns em relação aos pumas e ursos negros mostrou que os Utahns desaprovavam a isca contra ursos, o uso de cães de caça e a caça recreativa de ursos negros e pumas. No entanto, quase 15 mil pumas e 13 mil ursos negros foram mortos desde 1990, só em Utah.
O estudo mais recente sobre o tema descobriu que 74% dos residentes de Utah têm uma visão positiva dos lobos, refletindo um forte apoio público à espécie. No entanto, desde 2011, pelo menos US$ 5,1 milhões do dinheiro dos impostos de Utah foram gastos diretamente em esforços de lobby para retirar o lobo da lista. Utah ainda tem uma lei estadual para impedir ativamente que os lobos reabitem o estado, embora estejam listados na Lei de Espécies Ameaçadas. No Western Watersheds Project, não temos conhecimento de nenhum outro estado que bloqueie ativamente a liberdade de movimento de uma espécie rara e em perigo desta forma. Tais políticas, juntamente com a retórica inflamada de políticos como o deputado estadual Steven Lund – que sugeriu que os lobos fossem devolvidos ao Colorado “na forma de um tapete” – estão completamente em descompasso com os valores da maioria dos residentes de Utah.
A comunidade científica há muito aponta a importância dos predadores na manutenção do equilíbrio ecológico. Adrian Treves, Professor de Estudos Ambientais e Diretor do Laboratório de Coexistência de Carnívoros da Universidade de Wisconsin, e outros descobriram que os predadores são vitais para prevenir a herbivoria excessiva e a mortalidade de predadores induzida pelo homem perturba a dinâmica natural dos ecossistemas. Robert Lennox, professor associado de biologia na Universidade de Dalhousie, e outros descobriram que os programas de controle de predadores não são apenas ineficazes, mas também contraproducentes. Por exemplo, matar um grande número de coiotes pode levar a um aumento populacional, à medida que a espécie compensa reproduzindo-se mais rapidamente. No entanto, só em 2023, 10.117 coiotes foram mortos em Utah.
A recusa do Estado em proteger os grandes carnívoros, ao mesmo tempo que gasta milhões para eliminá-los e às suas presas, é um exemplo flagrante de uma gestão da vida selvagem que correu mal. Se estes programas de controlo de predadores foram eficazes, porque é que precisam de ser repetidos ano após ano? A natureza contínua destes programas demonstra o seu fracasso em produzir resultados sustentáveis. Além disso, o contínuo manejo agressivo de predadores e a matança de animais de alto perfil em Utah poderiam impedir o turismo de vida selvagem e prejudicar a posição de Utah como um destino para os amantes da natureza.
Para avançar, o Utah deve reavaliar as suas práticas de gestão da vida selvagem. O Legislativo deveria parar de financiar esforços de lobby anti-lobos e acabar com o controle de predadores letais patrocinado pelo Estado.
Redirecionar estes fundos para a educação pública sobre o papel ecológico dos predadores seria uma utilização muito mais eficaz dos recursos. Programas como os esforços da Western Wildlife Conservancy para instalar cartazes educativos sobre leões da montanha nos inícios das trilhas de Salt Lake City devem ser incentivados e apoiados.
Ao adoptar políticas que dão prioridade à conservação, à coexistência e ao valor intrínseco da vida selvagem, o Utah pode tornar-se um líder na gestão sustentável da vida selvagem e reflectir verdadeiramente os valores dos seus residentes.
